Original abstract
Embedding renewable energy development within a circular economic framework becomes increasingly important. This study uses the 2013 Circular Economy Pilot City Program (CEP) as a natural experiment and applies a DID model to estimate its effects on renewable energy from 2006 to 2021. We measure urban renewable energy development using renewable energy consumption. The findings are as follows. First, the CEP promotes renewable energy development. Second, financial and technological support serve as key channels through which the CEP drives this development, and reclaimed water use strengthens this positive relationship. Third, the positive effects of the CEP appear only in the eastern and western regions, and are driven mainly by large cities and highly industrialized cities. Finally, the CEP generates positive spatial spillovers: it stimulates renewable energy development not only in pilot cities but also in neighboring cities. These findings carry important implications for circular economy practices and renewable energy development in emerging economies, including China.
